Allan J. Kam
Allan Kam has been a board member of The Bureaucrat, Inc., since 1996, serving as treasurer from 2000 through 2004. Mr. Kam is Director of Highway Traffic Safety Associates, LLC, a consultancy on federal motor vehicle safety issues. In 2000, after more than twenty-five years in the National Highway Traffic Safety Administration (NHTSA) Office of the Chief Counsel, he retired from public service as senior enforcement attorney. He received numerous NHTSA and Department of Transportation performance awards, including the agency’s Distinguished Career Service Award upon retirement.
Mr. Kam has held various leadership positions in the Federal Executive Institute Alumni Association, serving as its president for three terms. He was a founder and first chairman of the Coalition for Effective Change, a consortium of approximately thirty professional associations with a combined membership of over half a million. He received the 2005 Council of Former Federal Executives Bun B. Bray, Jr., Award for Excellence in Support of Public Service. Mr. Kam has also received other honors for his activities promoting good government and public service, including the Public Employees Roundtable Chairman’s Award. He is an associate member of the Public Service Panel of the National Academy of Public Administration and a vice chairman and board member of the Washington Section of the Society of Automotive Engineers. He earned a juris doctor with honors degree from The George Washington University Law School and has been published in The Public Manager and other professional journals.
