Karen M. Shaffer

Karen Shaffer is the treasurer for The Bureaucrat, Inc. She served for over twenty-five years in government staff and senior management positions at the Office of Management and Budget (OMB), U.S. Postal Service, Social Security Administration, General Services Administration (GSA), and National Archives and Records Administration. Her responsibilities included communications, strategic planning, and program development and management. Retiring from OMB in 2003, she began a second career as a consultant on inspector general and financial management issues.

 

Throughout her career, Ms. Shaffer has been active in professional associations, serving as president, vice president, and secretary of the Federal Executive Institute Alumni Association; secretary of the Coalition for Effective Change; managing editor, treasurer, and member, board of directors, The Public Manager; communications director for the Association of Federal Investigators and the Association of Federal Criminal Investigators; and editor of the Executive Summary, the newsletter of the Washington, DC, chapter of the Association of Government Accountants (AGA). The newsletter received first place honors in AGA’s national newsletter competition. Ms. Shaffer received numerous awards during her federal career, including the OMB Director’s Award and GSA’s Meritorious Service Award.
