The reported views of the SESrs confirms two problems common in federal agencies. First, the communication efforts of federal agencies on pay and performance issues are not nearly adequate, With the GS systen there has rarely been a need to communicate on these issues -- most 'news' like the annul adjustments were communicated by the media. Federal agencies should look into the practices of the large corproations. Second, the whole notion of performance management -- in contrast to performance appraisal -- involves regular discussions. There is solid evidience that conrims what should be obvious -- employees at all levels want to know hwat they can expect and what's expected of them.
